Midland Reporter-Telegram No place in Texas features larger year-over-year increases in apartment rents like Odessa and Midland, according to ApartmentList.com. The two cities again led the state with the highest increases – 19.3% in Odessa and 12.3% in Midland. The next closest communities were Lubbock 10.5%, Galveston at 9.5% and Killeen at 7.5%, according to ApartmentList. The website stated the average year-over-year increase across the nation during the month of May was 0.
